We know that Dick Grayson started to wear the pixie boots and green undies at around age 10 or 9 and he wore it till he was in college.

So....what happened when puberty struck?

I've never seen a fair-complexioned guy who didn't look like he had a forest growing from the waist down. Logically, unless he shaves/waxes/whatever or unless his hair is regularly chafed off, he should have a good deal of fur on his legs. But this is a comic book character we're talking about here -- logic may not necessarily apply. Honestly, I think he looks better without the hair in the OP, but the logistics of how he doesn't have hair are fair game. On that note, I've wondered about all the superheroines and villainesses shaving frequently, just like I always wonder if Ra's still needs to pee after being dunked in a Laz pit so many times, or how Talia shaves when she's camping in the desert.

He probably shaved/got waxed for better aerodynamics swimmer-style like someone already said. I'm sure the other Titans guys teased him mercilessly and he got all defensive about it. In fact, this is my new canon as to why he decided to change costumes to Nightwing.

He's Romani (Gypsy), so I don't imagine he's too fair-complexioned or hairless. At least, he shouldn't be... But who knows.

I'm pretty sure he shaves. I think in one of his annuals he's recovering from being blasted by Alex Luthor and you can see some chest stubble coming in. Also in his first mini where he got his latest Nightwing costume he's as hairy as Wolverine in it.
