I think there are plenty of meaningful characters of color in the franchises of the Big 2:At the most obvious level, of course, she's a character of color with a meaningful place in the franchise, which frankly is a pretty uncommon thing in Big Two comics in general.
Avengers: Luke Cage, Echo
Iron Man: War Machine
Superman: Steel (and for now at least) Natasha Irons
Titans: Static and Cyborg, Aquagirl, Blue Beetle
Green Lantern: John Stewart, Tom Kalamaku, Kyle Rayner
But other than that, I liked the article.

It's really interesting how loved Philipus is as a character (I love her too), but like Mars pointed out, she's not had an arc focus on her. I think the only story she was ever really the focus of was the one in Annual #2, I believe, that told how she became Captain of the Guard.
That's the absolute best thing about characters like that. They're a pillar of the story, but they don't actually move the action themselves. You actually tend to see it a lot with "bodyguard" type characters. They're a strong, silent presence standing behind the Queen or the President or the Grand Nagus or something, and without them, things wouldn't be the same.
Another good example: Chief O'Brien on Star Trek (Next Gen - obviously he graduated to Full Main when he moved to DS9). He was just one of the "taken for granted" supporting cast, but obviously after years of being on-hand while all the action was taking place, somebody realized - HEY! This guy is a hell of a character!
