He thought it would weaken them enough to finish them off as a powerful clan. I read those pages clearly. His boss asked him if he thought this was enough. They didnt weaken too much before Shioon and not like he is their real leader. Do they even respect him until he can fight with his KI again.

Note that Shioon is the only one insisting that he's only a temporary replacement.
