Does Wakanda even have a Parliament?
They have a tribal council. It should also be noted that there's a difference between being King/Queen of Wakanda and being Cheiftain of the Panther cult. Nearly anyone can become Black Panther if they pass the trials.
He's really not a blank slate though. Priest REALLY fleshed Kasper out as a character and as of right now he's got some huge unresolved issues in regards to his war/connections with the 66 bridges gang.
That may be all well and true, but it's not like he's got 40 years of back history bogging him down. His unresolved issues could be fleshed out and resolved within one storyline. He's more flawed as a character, not so dues ex, and that's what ultimately draws me to him than T'Challa.

I'm not sure where it stands now but before they were basically a consulting body for the most part but during Priest's run T'Challa had actually given them a large degree of power.
Well Kasper was created to be a dark version of Peter Parker/Spider-Man, so of course he's going to have more flaws than T'Challa. T'Challa does have his flaws though, he has the same level of Hubris that Stark does.
And...??? I don't understand why this is considered a bad thing, or an all-together original thing. I do appreciate how it was original as most black characters at that point are often given 2 personalities, the early Cage/Rage persona or the Black Goliath non-personality persona. PP has been the model for several other characters, some good, some not so much. T'Challa has the hubris but not the chutzpah to follow through and often comes through as being bland, cold and calculating.

I didn't say it was a bad thing I was just stating a the fact that Priest created the character to be a dark version of Peter Parker.
I don't agree, the chutzpah was defenitly ampted up during Hudlin's run and could also be seen during Priest's run whenever he dealt with anyone not a part of his inner circle and also during parts of Busiek's and Johns' Avengers runs.
