    Blue Snowman
    The villainous Blue Snowman terrorized a small southern farming valley with a small army of robot doubles and "Blue Snow", a strange type of snow that instantly froze everything it touched - including people. Worse, blue snow could not be melted, except with a chemical compound that only the Blue Snowman knew.

    Wonder Woman defeated the Blue Snowman, and revealed that the "Snowman" was actually a local woman, using a male disguise to throw off suspicion. Her scientist father had died creating blue snow, and she used the invention for her own gain.

    Minister Blizzard

    When Professor Chemico created a climate changing machine and planned to use the machine to make the North Pole into a warm fertile area, the Ice people of the hidden Ice kingdom of Iceberg-Land weren't pleased with the prospect of being melted.

    Queen Snowena's advisor Prime Minister Blizzard stole the invention to protect Iceburg Land, but then turned traitor and tried to gain power by freezing the world with the climate-o-matic.

    Not sure, I'll have to check, but I'm pretty sure Minister Blizzard was a Marston creation as well.

    Big problem with the two of them, DC already has at least four major cold-themed villains. Do they really need another one?

    Minister Blizzard has a bit going for him in that he's from a lost city of cold-people. He's not just some schmuck with a gun, like most of the others.

    Blue Snowman, on the other hand, I think, is more interesting in retrospect. I'd suggest making her a Golden Age WW villain, long dead, with Diana investigating her life for one reason or another.

    I'd argue that the idea behind "Blue Snow" - a chemical compound that freezes things and will not melt no matter how much heat you apply - is unique enough to set Blue Snowman apart.

    Every time I've ever seen the "Hippolyta as WWII Wonder Woman" topic come up, there's been a majority against it. Sometimes a large majority, sometimes close-but-not-quite to 50/50. But I'd say there's enough negativity to the idea that it'd be a horrible idea to waste a good villain by making her part of that controversy.

    It's from the Superfriends comics from a few months ago! I was shocked to see Blue Snowman appear... it's her third appearance altogether.
