That's because the characters have the "expendable" quality. That means more risky stories can be told.
Also the JSA's average power level is formidable; the baddies would need to be competent.
Mix the two together and you get something quite special.

When you know your opposition can and will roll out a 20 man Uber militia to respond to any threat you have to plan ahead.
Even tho i can't belive those mopes that jumped the JSA could possibly give them that much trouble. But the suprise advantage always helps.

Also, I think All-American Kid was possessed by the Spirit King, making him responsible for the deaths of both Mr. Terrifics and I'm wondering if this doesn't tie into Roulettes appearance in JLA #35.

I can't remember what show it was, but there was an episode where terrorists attacked a building where the main characters were staying.
A female terrorist then captured a paramedic and stole her clothes and ambulance, and used it to kidnap an injured protaganist.
I always love ingenious strategies like that.
That's seriously why I loved those Die-Hard baddies too. Especially Alan Rickman.
It was also one of my favorite things about the Joker in the Dark Knight. He had all the goofy calling cards and jokes and such, and at the same time, he was ingenious enough to basically sinlge handedly wipe out the Gotham mob scene and bring the city to it's knees.
