That outfit would take forever to get on. By the time she got into it all the crime would be over.
And yeah, I'd say she could beat Canary. Dinah may be hella awesome but Cass is in her own league. She also helped train Canary for a bit, i recall her giving Canary a lesson in badassary. I will find a picture of this.

Very badly as we already saw this (Batgirl #67), even if Dinah wasn't at the point was she is now.

I admittedly like this costume too. It is a tad Final Fantasyish (belts and zippers!), but I wouldn't mind seeing it show up again. Here's her Supergirl appearance:

A year or two ago, it could have been quite close.
Now however, an untrained mugger with a knife is all it takes to take care of Black Canary.
