Back in the earliest issues of volume 1, Simon Williams found himself in a nasty legal jam, due to extortion. The Enchantress showed up in court and posted bail. Her price was Williams' consent to submit himself to Baron Zemo I's experiment. Simon was given the "ionic" treatment to become a superhuman capable of destroying the Avengers.
Simon infiltrated the Avengers as "Wonder Man", giving them just enough truth to win their sympathies: he told them he was dying because of a fatal illness induced by his condition. Hank Pym and Tony Stark worked around the clock to find a cure. Soon, Wonder Man attacked the Avengers and would have defeated them. However, his good nature won out and he turned on Zemo. To all concerned, Wonder Man died sacrificing himself to save his new friends.
A few years later, Simon Williams returns from the "dead". It turns out the ionic treatment made him virtually immortal, and he'd just been in a coma-like chrysalis. During his "downtime", Wonder Man's body became mostly ionic energy. He looked, felt, and sounded human--but he was more than mortal now.
Wonder Man has fluctuated in power over the years, due to various stories: his own series, events in Force Works, Busiek's Avengers, and so on.
The leisure jacket? Well...look at Wonder Man's costume gallery. He isn't exactly renowned for his keen fashion sense!![]()

I vaguely remember such a story, but as I can remember no details such as the title of the book or what issue number, it may just be a case of my mind playing tricks on me.
I do remember Cap saving Erskine during Waid's Operation: Rebirth, but this was the Red Skull manipulating Cap's memories with the Cosmic Cube. It was just a brief flash, though.
Yes. What If #28: What If Captain America Had Led An Army of Super Soldiers in WWII. Like most What If stories it was godawful and after following its initial premise for two seconds wherein and army of super soldiers ends WWII quickly, with interesting developments like Magnus never becoming the embittered Magneto, became unbearably stupid (and a two part story with the second half being What If Cap Had Formed The Avengers, which it really wasn't because it only was in the context of that reality) when Steve Rogers suddenly turns into a racist fascist, only to be revealed as The Red Skull when the real Cap is once again found frozen decades later by the Sub Mariner. I get the feeling the original plan was to suggest that absolute power corrupts, only to be rightly told Cap would never become a dictator so they shoe-horned in another bad Red Skull story.
Maybe one day someone will do a good story exploring what the United States would have done with an army of super soldiers. First of all, the pressure to win the race to an atomic weapon would have been lessened and maybe allowing someone else to do it first, but at the same time we would have gotten all the German rocket technology. There are just so many interesting possibilities and they chose none of them. It's a rare talent to be that unimaginative.
