Powers: Neurotap has the ability via eye contact to scramble an opponents neurons and possibly fry their brains. Her powers have been shown to range from knocking a foe down to putting them into a coma!

Bio:
Michelle Balters worked for Strong Industries, a corrupt Scientific research company, hunting down mutants for research studies. She worked for Henry Strong because he promised to help her find a cure for her X-Gene. She HATED her powers because of what they did to her parents. When her mutant powers manifested themselves, she put both parents into comas. Henry Strong had helped her pay for her parents medical bills as well, which were astronomical.
When X-Force tangled with StrongHOLD, Strong Industries was taken down hard. She declined an invitation to join X-Force. After the take down, she continued to work for Henry in order to take care of her parents. She became romantically involved with Adam X: The X-Treme! She dug backwards baseball caps and spiky shoulder pads, what's a girl to do!? She ended up betraying Adam when Henry threatened her parents. And so ended one of Marvel's great love affairs.
Eventually, Michelle felt like Henry was again going to far and called in Rictor and Shatterstar to help take down Strong Industries once and for all.
Did you know?: Michelle Balters was listed in Civil War Damage Report as a possible recruit for the Initiative! Maybe we'll get to see her on Nebraska's Corn Husker Team!?!

Whatever happened to those two mutants who were supposed to join Mystique's brotherhood, before Dream's end? One of them was a blonde guy and an african-american (being politically correct here) woman. Are they d-list or z-list?

Neophyte's like a dude version of someone like Kitty Pryde or Loa, more than Mondo. Except that he can't phase into a ghost like Kitty... he can only move through solid matter, and he doesn't destroy what he moves through, like Alani.
Would have been interesting to see Generation X try to undo a lot of his Acolyte brainwashing, it that's where he was headed.
Meanwhile... Neurotap? She didn't do it for me. Having the mutant power to "fry yo brains" gets real old, real fast. How many people have that one? She's like somebody from the flick scanners, and her power isn't anything that the average telepath couldn't do, anyway.
Factor in her bizarre taste in men, and yeah... weird, weird character.

Real Name: Martha Johansson

Bio:
Martha was a young mutant runaway that fell into the clutches of John Sublime and his body-part stealing operation, the U-Men. He removed Martha’s brain and stored it in a capsule. He then pumped her brain full of drugs that he used to control her and force her to do his bidding. She mentally overwhelmed both Cyclops and Emma Frost and managed to subdue them. Eventually she was able to break free of Sublime’s conditioning and forced him to fall to his “Death.” REVENGE BABY! Cyke and Ems took her brain with them back to the school. There, the coolest student in the history of students, Quentin Quire invented a device that allowed her brain to float (without floating away) and gave her mobility. What a nice kid.
While at school she became best friends with Ernst, a super strong kid who’s body had aged into her 80s. Ernst was able to relay Martha’s psychic commentary. Eventually, Martha and the rest of the “Special Class” became members of Xorn’s Brotherhood, but she predicted his plans to kill all the Humans in NYC would fail, and she was right!
She retained her mutant powers after the M-Day crisis and was seen to join the rest of the kiddos when Belasco transported them to Limbo. While in Limbo, Belasco took her and the Stepford Cukoos out of the mix by placing psychic blocking helmets on them. All of the kids managed to get free and escape Limbo and Martha returned with the rest of them.
After the Institute was recently destroyed, Beast came back to the ruins of the school to shred some documents and found Martha in a briefcase. He took her back to San Francisco, the current base of the X-men.
Did you know?: In the Here Comes Tomorrow future timeline, Martha is still alive 150 years from now. She is still close friends with Ernst, who was revealed to be a benevolent reincarnation of Cassie Nova. In this future timeline, a conversation with Cassandra Nova, confirmed that Martha was No-Girl all along as well as the fact that Martha knew Nova was Ernst all along as well. It was also implied that when she was alive, that Martha's blood possessed glow-in-the-dark capabilities and that Martha wrote a note to her parents using her own blood when she ran away from them.
