I want a Shatowcat solo ongoing by Gail Simone
Sif got a book because she's a Thor derivative. Kitty isn't a derivative of anyone (though they tried making her Wolverine-lite on multiple occasions).
Peter David and James Asmus would be my first picks for a Kitty solo. (After Claremont and Carey).

I forgot Brian Wood. Urgh! Minis don't seem to be very popular at the moment. It's a shame. (I know Jimmy is getting one, but a Wolverine mini hardly counts towards/against a trend).

I forget the specifics but in Forever I think just having the claw attached to her was making her more feral and she was struggling with liking that. (Only in comics).
I love Claremont but even he isn't immune from laying some real stinkers.
I actually think Brian Bendis would do good with the character, too. Although Peter David would be perfectly fine in the plotting department, his tone is a tad too snarky for Kitty, who always struck me as someone who falls more on the "earnest" side of things, with only a side-dish of snark. Bendis does "earnest" better.
I liked that Kieron Gillen broke up Colossus and Kitty, I'd give him a shot at the best Marvel character.
