Looks like either the first part of a two part cover, or half of a wraparound.
I hope this actually does mean the return of Rogue in a meaningful way, and she won't just disappear again at the end of the arc. Doesn't this arc lead in to whatever's next for X-Men after Legacy? We can only hope Carey has kept control of the character for the foreseeable future.
Storm, Wolverine, Nightcrawler, and Rogue is all we can see, but it looks like it's 1 of several interlinking covers?
