this set would be fugitives from the law. after this particular crop of t-bolts become a liability Norman invokes some plausible deniability and puts a hit out on all of them. the survivors were rescued by Shroud, Songbird, and Radioactive Man. they break into a hospital to free Baldwin, soon after. i'm thinking that, at some point, Ghost or Paladin split/decide that they'll have a better shot at surviving on their own. Armory would replace either one of them (as she was being imprisoned in the same hospital as Robbie).

A pretty random assembly, I know. But it gives a pretty wide range of powers, abilities, conflicting personalities, and shared history across the base. Plus, the Avenger's could really lay claim to being "Earth's Mightiest Heroes" with this lineup. And the lineup doesn't have to be all these characters in every issue, just chronically those that are "on staff" when a crisis comes down. Also, characters could "swap out" with other heroes if they are called away- i.e. Spider-Man calls in DareDevil to fill in for him, Thor gets Beta Ray Bill to pitch hit, Wolverine calls in Havok or Cyclops, Cap calls in the Falcon or USAgent, Iron Man calls in War Machine, ect.
