It sounds like this is more about enforcing a blockade, as opposed to launching an attack. Of course, the one could easily lead to the other.
Right now, given things like the price of oil, causing a conflict that could close down the Strait of Hormuz seems to make little sense, but a lot that Western powers do makes little sense. They are caught in a paradigm that has to see Iran as an enemy, and they are unable and unwilling to think outside of the box on this.

It's nearly impossible that the French, British and American governments would be able to plan this without it being made public in one of those three countries, especially when military action has to be agreed by parliament or equivalent thereof and they do open meetings.

I didn't even mention the impossibility of mobilising three armed forces for overseas combat, invasion and occupation without anyone noticing.
