I actually think Spider-Man has the best rogues gallery, then maybe followed by Batman and the Fantastic Four.
Dick Tracy; anyone with villains called Flattop and Pruneface (among other colorful mockers) is an instant win in my book.

One of the originals too! Batman's took a lot of inspiration from Chester Gould, as I recall.
Me, I love the Flash's gallery.... both from the Golden Age and the Silver Age. I love Captain Marvel's.... (Sivana, Mr. Atom, Black Adam, Mr. Mind and the Monster Society of Evil..... does it get better?). As for 'mixed galleries', I love the Injustice Society, and the emmin' effin' LEGION OF DOOM!
For my money, the Legion of Doom is the best assortment of villians of all time. It set the template for me, of what any assemblage of villians should be, and what they should be up to.

Superman, especially if you go back and find some his Silver Age gems. Sure, they're usually out of his league in terms of pure power, but they made for some great stories.
