    I'm in England so this is just a guess, but that level of period accuracy sounds worthy of COLD CASE.

    Don't watch Cold Case so it's likely not that... Vaguely seems to me it was a British show... might have been the Torchwood with the circus folk, but I can't think where in that it would have been...
