Yeah, it was rather sad, as both a fan of Penance and of the archvillain Emplate.
I was so frustrated by a lack of answers that I came up with my own version of Monet's recollection of events to shed light on the whole thing... but it's been weeks now and I forget it, lol.
One key factor was Monet using her telepathy to create an astral world inside Penance's mind, much like we've seen Jean Grey do and other such telepaths, so that she wouldn't have to live in the awful reality of being captured and tortured by Marius everyday (a selfish thing to do if there ever was one, but who could really blame her?). She soon found that she wasn't alone, that a quiet girl with alabaster skin and long raven black hair and haunting blue eyes, with a fondness for hiding in trees and for nature in general, was also there. Slowly, Monet won this girl's trust, and she eventually learned that this girl was Emplate's prisoner, captured shortly before Monet was fused into her, designed to be Monet's perfect prison if she refused his offer to rule alongside him.
When they were freed by Gateway, Monet wanted to return to control of Penance's, as she had been in control when she jumped through the portal after Marius, but, to her own horror, found that control had reverted back to the body's original owner, the girl with the alabaster skin. Monet could do nothing but be a prisoner, watching as, among other things, Jubilee gave her apples, Jubilee thus earning Monet's scorn (when all it really was, was misplaced rage on Monet's part... Monet was ACTUALLY angry with herself for being so helpless, not that she'd ever admit it).
I'm guessing Gage, since he was a fan of the Loners series. If Cebulski had had anything to do with it, Namie would've been included instead of Holly. Cebulski really seemed to favor creating a red-haired robot girl with being-captured issues and having her take all the plotlines away from the red-haired mutant girl with being-captured issues.
"Penny fans" has been working pretty well for me, lol.

Yeah, it's open to anyone. I just never mentioned it because Richard and I were doing pretty well keeping her afloat at first, then suddenly everyone started targeting her, and frankly I wasn't sure if anyone from CBR wanted to join CV to join a lost cause (though I'll keep on fighting till the end). Only rule is that you vote only once per 24 hours (although we've been pretty liberal... sometimes posts are 18 hours apart and no one mentions it. Just try to do it around the same time every day). If nothing else, she's made it to the Top 4.
