It's possible the Serpent Society is working with him, as the Avengers are working to take them down in Giant Sized Avengers Special #1 (which comes out december -- around the same time The Hood's plans are unfolding, right?).

Who is the bald, big guy infront of aramadillo(sp?) looks likea cross between crossbones and iron clad...anyone have any idea? wayy to many b list villains to remember
