Frenzy always looked like a darker in-shape Queen latifah to me. or Vivica Fox (Kill Bill) with a larger frame.

Vivica A. Fox is also a really good choice, but Gina Torres is less known and thus would be more likely to play Frenzy in an X-Man movie.
