This all sounds very probable. It wouldn't be the worst thing for Yost to use K'Tor just a little bit, after Brubaker completely forgot about him after the first four issues of 'Rise and Fall...' He is supposed to be pulling some strings, after all. And he must know more about this Phoenix Blade. It was apparently HIS family that hunted down and incarcerated Korvus's family.
DDM claimed that Rachel is more susceptible to mind-control because of what the people of the Hound program did to her. But even if this is so, it's not certain that writers will pick up on this. Other telepaths have been mind-controlled before, after all.

Can't answer for anyone else, of course, but personally, I like the two because I feel they can complete each other. Rachel has some issues to work through and she could use a rock in her life, a role that Kurt plays well and often. And regarding Kurt, I would prefer to see him with a woman who has an edge to her, who can bring out the life in him and some sparks to the relationship.
I wouldn't want it to be an immediate hook-up. More like a friendship that deepens into romance.
The whole "uncle" phase was overplayed a long time ago. The uncle-figure she had was way older than Kurt is. "Our" Kurt is simply her friend and fair game.

Of all the things Ahab could manipulate Hounds' DNA to do, he would decide to give them mullets?
Maybe he has a demented sense of humor?
While it does make sense that after all of her mental conditioning as a Hound and everything she's gone through that she is more suspectible to mind-control, it's getting a little overdone.
I'd hate to see it end up that after Rachel vouched for Korvus and saw into his mind, that she overlooked that he was sent to manipulate and use her, or that Korvus was some how powerful enough to
mind-control Rachel.
I think Kurt & Rachel have known each other for so long that a romance between them isn't going to happen. Rachel might not see Kurt as her uncle any more, but they've always had a big brother/little sister relationship.

I'm feeling what you're thinking. Rachel and Kurt are close, so they already have a friendship behind them. Too often you read about two characters just jumping on each other after they've barely exchanged a glance.
While I feel Rachel is doing darn well enough when she's single, if they MUST pair her up with someone, I would like it to be someone of the original New Mutants generation. She's already displayed interesting interaction with most people of her age (noticeably Kitty), and I like the contrast between her intense past (or future) and the relatively 'carefree' (yet still intense) present for the teenagers/twens of Cannonball's generation. (Though 'X-Force' gave a lot of those characters their share of grief.)
Speaking of displacement in time, has Rachel ever met Franklin Richards in this time? It would be fascinating if Rachel did some bonding with young Franklin.
All this talk about corruption of Rachel makes me fear for a new step for her in the direction of Dark Phoenix. That's the last thing I hope will happen in Emperor Vulcan.

It still doesn't explain why she had a mullet because he engineered her to be so. Why would it grow in the back but not in the front? It was a popular hair style back then, heck, even Byrne gave the Invisible Woman a mullet back then(barf! it looked real gross on her!!!) which is probably the reason why she kept it. Not some scheme from a guy who makes mutants into slaves.

Good interaction between characters has been slim in issues of Uncanny X-Men up until lately, I feel. I liked it when Sam held Rachel for a couple of frames after she had that headache in the Uncanny Annual last year, but that was just a little thing. Besides, Sam was given very little interaction with anyone during his fractured 'tenure' on Claremont's last Uncanny run.
