In the original Pre-Crisis multiverse, time was exactly the same, no matter which Earth you visited. If it was 20th December 1975, 3.00pm on Earth-1, then, no matter which Earth you visited, it would be that exact same time and date.
But when Mr. Mind chased Booster, Rip and Danial throughout the 52 universe, they mention that he's not only "eating reality" which caused changes in that Earth's history, but that he was also "eating" time. I think that's caused a change and the 52 Earths don't necessarily operate at the the exact same time or date as New Earth does. So when you travel to Earth-22, then you appear in the "future", even though it's still New Earth's present.
I mean, say it's 20th December 2005, 3.00pm on New Earth, when you travel to Earth-22, You are still in the present, but Earth-22's present is 20th December 2025. You travel to Earth-21 and their present day is 20th December 1965. Maybe the present on Earth 2 and Earth 5 is 1940....Or the 19th Century characters present day is 1890....Does that make any sense?
