Who is the best female field agent/spy?

Well, I’m talking about fight ability, black ops/inteligence experience and other stuffs. Lets put aside super-powered and ninja girls like Sabra, Mystique and Elektra ok.
I have a few list right here:

Black Widow
Silver Sable
The Baroness and Scarlett (from G.I.Joe)
Madame HYDRA
Sharon Carter
Countess Valentina (from S.H.I.E.L.D)
Leiko Wu (from Master of Kung Fu)

I’ll put my money on Black Widow, Followed closely by Scarlett...despite Shana’s fight ability I think Natalia Romanova is a very strong, smart and experienced agent and she has a great background as spy and Avenger as well.

I'd say Black Widow is far and away the best, however you should probably add Spider-Woman to the list even though from what I've seen she's a pretty lousy spy.

My vote goes to Sharon Carter as to me. She's the most famous ladies linked to Cap and Fury sides Widow.
