Default Had an idea for an Ultimate Thunderbolts ...

A bunch of higher-ups in the U.S. Government don't like the fact that SHIELD and Nick Fury has so much control over the elite superhumans (The Ultimates)

So they create their own super-team; the Thunderbolts. Recruiting from the pool of imprisoned supervillians and unknowns, they're given new identities and a large P.R. budget.

However, they face opposition from other political forces, as well as internal frictions and the traditional dangers faced by superheroes ...

    Thoughts?

I would probably read it but it sounds a lot like what is going on in Ultimates 2

Yeah, sounds a little too similar to The Liberators.

To be honest though, no matter what universe it's in, I can't imagine any PR budget being able to spin a team of killers into public heroes. It's one of the things that I simply can't wrap my mind around with Ellis' Thunderbolts; there's just no possible way that anybody would buy into that.

I'd love to see the Ultimate Thunderbolts, though. Something about C-list villains turned heroes is a cool idea to me (I loved Villains United and Secret Six).

I have a feeling The Thunderbolts will be Latveria's superteam given how there's been the whole "Latveria's been amassing PMD's for a long time now" (Person of Mass Destruction) like the sandman sample and having the Beetle work for them.

Or failing that there Latverian sleeper cell acting as Superheroes before they like there 616 counterparts are seduced by the forces of good and rebel aganist there orginal mission.

I think that the only way that they could spin it would be if they gave them completely new identities and new code names and costumes. Make them entirely new heroes but they would still keep their personalities. I don't know... I think it could work

Actually yeah; new identities would certainly work.

It's the way Ellis is working things over in the regular Marvel U that I find ridiculous.

Actually, I think Ellis has done a pretty good job of it. Think about it: Moonstone and Songbird were on the old team, who were well-known supporters of the SHRA and had a good PR record. Someone with the mantle of "Swordsman" used to be on the Avengers, and I'll bet the public can't tell the difference too much. Penance and Radioactive Man probably have had their backgrounds falsified for public consumption, and they're probably pimping the fact that there's someone new in the Venom suit. The only PR nightmare is Bullseye, a man on the FBI's most wanted list and a known mass-murderer. Consequently, he's never allowed to appear on camera. The government's done a pretty good job of keeping the nature of the Thunderbolts under wraps.

As for Ultimate Thunderbolts? I'd love to see them as a group of super-powered mercenaries or as Doom's new royal guard.

Ultimate Thunderbolts as the Black Ops team of the Ultimates that Hawkeye and Black Widow used to be on. They would be supervillains working for the government to get themselves presidential pardons, with the truth being they are never getting the pardons. Fury would know about them and use them all the time for his more unscrupulous missions, and when the public gets a glimpse, he spins it as supervillains attacking or working for the real bad guys. Spies he can send out inside the country.

Established Ultimate supervillains and some newly ultimatized ones, including Mutants captured during that stuff with magneto. Kraven, Sandman, Electro, Vanisher, Toad, and newly ultimatized Songbird, and the Beetle as well as The Fixer. Throw in a Goliath soldier who went rogue and was caught and maybe just to cap it off, Venom.

The Thunderbolts could end up being forced to face the Ultimates on one mission, with no help from Fury.

Sounds pretty good, it's something Mark Millar would do.

The publicly known actions of the Thunderbolts during the Civil War also might help public support for the group. The Thunderbolt army is probably widely seen as having saved the world while the other superheroes were fighting each other.
