I'm almost sure I remember reading that in the Ultimates.
She really doesn't look asian in Ultimate Power, so I'm a little confused.
Or maybe that's the big impact the book will have? Janet will no longer be asian?

She is Asian, but often artists draw Asian characters as white. The same happens to Jubilee or Psylocke, for example.

In the very first issue she appeared in (Ultimates vol.1 #2, I think).

Aside from her looking it, I remember when they were doing the casting call in Vol. 1, someone said Lucy Liu should play her in the movie, to which she was like "OMG CUZ IM AZN", etc.

I think it has more to do with the one face Land can draw. I liked the art in the issue, though, but not a huge fan of his.
