The story behind her present wealth is in "Selina's Big Score," which is set just before the current series.
In short, she pulled a really big heist.
And like Rick said, for a very long time, she's been a "cat burglar." Even before Selina's Big Score, she's been fencin' some expensive stuff from Gotham's socialites.

So why hasn't Batman brought her down? I thought that was the reason they were enemies in the first place. The only time I remember them being on good terms was when she had given up stealing and became a crime fighter.
The money Selina made stealing. She invested well, and like someone mentioned she pulled a very big heist in Selina's Big Score.
As for Batman and Catwoman being enemies? It depends on who's writing of course and what era. But they aren't enemies now. I guess he hasn't brought her down because she no longer steals and has reformed. He also has a soft spot for her.
