Apprently that one of his abilities since he believes parachutes are for girl or somethign like that...In fact in one issue he did a 600 foot drop with on his shield an scuba eqiupment and in Ultimate Galatus he jumps off a building using a Silver Surfer as a shield...

He didn't jump to the street in issue 8 v2. He jumped from rooftop to rooftop. And IIRC, that time he jumped without a parachute he landed in water. I don't recall him ever jumping from an unbelievably high height with no safety.

Well, I don't know. I was taking his superhuman durability and terminal velocity into account but I can't say I have an A in physics. And diving into water is better than diving into concrete. :D

Well for the most part Id say it has something to do with the fact its a comic book that is complete fiction and not true at all. I mean banner turns into hulk but you dont question that.
Then I would have to say because it is fiction and the super soldier serum turned him well a super soldier. Hell he was frozen for 50 years in a underwater iceberg in the ocean, jumping off a building shouldnt be a problem.
And I would also say since its a fake comic book it wouldnt be much fun if the charcters were put into real world physics. If that were true the hulk would have killed cap when he smacked him in the first story.
