Default Up Up and Away TP

So is there a reason this story is not worthy of a HC and we only get a TP?

Yet stories like For Tomorrow come out in HC....

Does anyone know mysteries of DC's decision making?

I'm going to assume that DC feels that the lower price of a TPB works well with what is a jumping-on point for the series. $14.99 is a lot less of a gamble than $25.99 to someone who may want to try a Superman series. Vertigo, in particular, has been very smart in rushing $9.99 TPBs of series like DMZ, Exterminators, and Testement. It took me two months to get a copy of DMZ as it kept selling out.

The For Tomorrow hardcover is for people who already know Jim Lee and Brian Azzerello's work. (Who else would want it?)
