Think about it Rock wtfpwned Gaara who was not a speedster and was not used to dealing with high speeds.

Luffy wtfpwned Blueno another speedster who was expirienced at moving at high speeds and fighting at said speeds. Blueno couldn't even see him moving and he was master of Soru.

So because Lee only speedblitzed Chunin Arc Gaara while Luffy speedblitzed Blueno it's a higher end feat, thus Luffy is faster.

But its not Rock blitzing Gaara that made that fight impressive. It was the fact that Rock was moving faster than the sand.

Rock Lee was moving faster than a frigging autoshield...

That's not particularly convinceing. Rock lee was moving so fast that he was tearing up the room and everyone below Jounin level couldn't even see him. Just looking at the scenes, Rock Lee certainly seems to be depicted as being faster.

Luffy's point to point speed was impressive but he still needed to stop to chacge direction. Lee was flying around the room throughout the duration of his fight.

I don't think Luffy has the nessacery speed to "curbstomp" the likes of Sasuke (especially given his weakness to genjitsu), Kabuto, and especially not Orochimaru.

nice one punch :D. But that still doesn't put him in Sasuke, Kabuto stompin range. And nowhere near Orochimaru stompin.
