Im going by what the creator has stated as his original intent.
If Monet was created as arab, I would accept her as arab even if she were colored as being black years later.
and one could argue dropping the F-bomb and speaking in all caps (yelling) can be also seen as rude

You are going by what the artist, an american, chose to represent the character Lobdell imagined. Because that is the image most americans have of Algerian people. What you also know, is that Lobdell intent was to make her algerian, the daughter of an existing character who was not black.
But that does not change my question. If the character has not been stated to be from any race in panel, why do you find irksome that someone from Algeria would think about the character as an arab algerian?

No but to address that particular moment, Lobdell explained in an interview that M is not Bishop's mother, and was not intended to be, rather he was just teasing fans.

Lobdell wrote for Monet for close to 3 years. If what he saw on panel wasnt what he was intending, Im sure that would have been fixed early into the run. She was colored with significantly darker skin throughout the 90s than she was given in X-factor. In fact there was that one scene Lobdell wrote where Bishop momentarily thought she looked like his mother and I think thats bc she was intended to look dark like him. I dont think he would have written that same scene had it been someone like Cable for example
Anyways, thankfully this is a moot point within the books bc since X-factor 200 she is back to being drawn with darker skin, closer to how she was originally portrayed when she was created

I don't think it was so much that some people "considered" her black, more the implication that she was definitely black and people were wrong to think otherwise.
I personally don't have a horse in this race, but since it has never been made definitively clear in the comics, I believe it's best to allow everybody to have their own reading.
