Personally I'd like to see the New X-Men do it. Whatever the final roster ends up being let them crossover with the Teen Titans.
I'd make it a time-traveling thing- the original X-Men meet with the groovy, hepcat Teen Titans from the 60's, the All-New team (again) meets with the Wolfman New Titans, and the original New Mutants meet with Young Justice. I would like to see a story that involves all of the Titans & X-Men like a Devil's Reign like plot with a big cast like JLA/Avengers. I want the Team Titans,Exiles, Outsiders,XFactor,Doom Patrol,New Excalibur,Teen Titans(east & west),New Xmen,XForce,and even the X-Patrol for a eight issue mini series which should be done by Marv Wolfman & Jim Lee my favorite Titans writer and my favorite Xmen artist.
I'd have it be the Teen Titans and the New X-Men only. You could get some cool interactions with those groups. Pixie would be great taking with Raven. Maybe David could pick up some moves from Robin. Santo wouldn't be able to concentrate with Supergirl, Wonder Girl, and Ms. Martian around. There could be some great sexual tension between Ravager and X-23 if Rose takes a liking to Julian.
As far as plot, I have no clue. Someone help me out with that!
I would have both teams spend the entire comic hanging out together at the Coffee-a-Go-Go. Oh, and they would all be in full costume just because. It's probably just as well I'm not allowed to write comics.
I could see if you said Teen Titans & Generation X team up, then I'd be okay with that. But to compare the Teen Titans to the X-Men is like comparing Power Pack to the Avengers.
Teen Titans meet the NEW X-men I'd love to see. Whedon and Loeb should team up and script/write it. Make it a 4-12 issue series. Probably twelve.
I'd like to see half of it take place in the DC-verse with obvious quips being, "Wow, does Gotham remind anyone of New York?" etc. And the other half in the M-verse.
I don't think how -I- would do it would matter at this point, because you'd have two much more clever and creative writers than me on it. 'Nuff said.
