The two most important heroes of the DC universe, but they sure do act like jerks alot of the time.
Batman:
Batman's been considered cold-hearted and manipulative by many, including the Justice League and even members of his own 'bat family'.
Soon after the murder of Vesper Fairchild, Bruce Wayne's girlfriend, it was revealed that he had been developing feelings for Sasha Bordeaux while still seeing Vesper. Unsure of how to deal with this, he had purposely lead clues for her to lead her to the batcave so that he could have some degree of control over her as another masked vigilante.You think you did. You don't know him like I do. He manipulates. Pulls strings. Anything to get what he wants.

I suspect this won't be much of a contest. Batman's been going full-tilt as a jerk since Dark Knight Returns. The worst Superman has mustered is being a chump with one really bad haircut during that time.

Superman can be frustrating, but I'd almost never describe him as a jerk. There are certainly other DCU heroes who could give Batman a run for the jerkiness title (Green Arrow, Hawkman, Hal Jordan, Guy Gardner), but that really isn't Superman's thing.

Before Frank Miller did The Dark Knight Returns, the bigger jerk was definitely silver age Superman and his superdickery. After Miller, Batman became the bigger jerk.
