The artist has an interesting drawing-style, but these "costumes" are HORRIBLE! They are just wearing regular street clothes and you don't even recognize which character it is supposted to...
Wow, what a waste of space! They can make anybody but are going for a female version of Batman that nearly no one requested? LAME!

Agree Power Girl/ Supergirl are as uninspiring as Batgirl, because the are all just the female versions of a already existing character. Also I don't see what Red Hood could bring to the roster which...

Ivy is a force by herself, she don't need an army to be dangerous and she don't need scientist because she can do it herself.
She uses her academic know-how from time to time, in Gotham City Sirens she was worked for S.T.A.R. Labs for example.
I think Talia & Ivy are the most intelligent female rogues.
Sadly it's been pretty quite around Ivy lately, but it looks like Scott Snyder has plans for her in Batman:
