This is what happens when you make the Hulk and Giant Man serums something everyone can take - you get known characters blowing up or hulking out and it just looks absurd.
Bendis generally hides his weak plots under a series of humorous character vignettes. The main series has had none of these, and therefore we are left only with a weak plot.
