Yeah, that's correct, Claremont took it a different direction but it was, in fact, originally a Claremont/Cockrum idea. I've edited the linked CBLR to make it more clear.

The list mentioned giving people leeway for missing up to three issues at a time, so guys wouldn't have their long runs discounted because they had a fill-in issue here or there.
