Yes, it's always like this, and since it doesn't have to deal with the janky main DC universe continuity, it's not prone to being changed due to another universe reboot by DC.

CCI has a contract in place with the San Diego Convention Center for Comic Con, so it's not that much of a leap of logic to assume that they'd try to do the same for Wondercon at Moscone Center....
