I think it just depends on the title. DC may be stingy about creative freedom in Earth 2, Green Lantern, other major titles, etc. But probably not so much for Dial H, Demon Knights, ASW, etc.

I'm not sure how the hierarchy structure actually works - does Chief Creative Officer, or whatever Johns is, outrank EiC? doubtful. I'm pretty sure "Publisher" sure as hell doesn't outrank EiC. ...
