I have Dazzler 21 and I looked through it but nothing seems on point with what you described. I didn't see a particularly gaudy dress (except perhaps Sue Richards with the rest of the FF) or a bulky...

Western Kid #1... I kind of "cheated" on this one as it was the 20 cent circle that clued me in-they only used that price circle for a few months in 1971 and I eliminated most of the western titles...

Avengers #305... the headshots of Reed Richards and Gilgamesh put this around issue 300 as they were only members for a short time around then.
