Near the start of the trade, it mentions that Kord Industries (which is given as Wayne Industries R&D subsidiary) is taken over by a foreign holding company.
Batman mentions specifically that all the toys and gadgets that he uses will now be available in some form to a much wider market of psychos and lunatics.
Is it ever further dealt with in the series or some other series? Either more details on who is backing this group, or which groups are reaping the bounty of all of Batman's gadgets?

I think it was just a throw-away side plot that has connections to Maxwell Lord's taking apart of Kord Industrites from Infinite Crisis.

It's probably an OMAC tie-in, but consider this: in the issue where Batman learns that the Red Hood is Jason Todd, he notes that the Hood is using tech taken from that branch of Kord. Perhaps there's a connection between Jason and Checkmate?

I just have the impression it was stolen, considering he obtained that box of Kryptonite (originally collected by Ted Kord) from a stolen shipment, presumably of Kord Industries products.

These posts match my thinking. I've wondered about all of this off and on. Time will tell, though hopefully not much more time. ;)
Funny you should bring this up. When I read that originally (months ago), I thought that would make an awesome story. But, of course, it was dropped like a bad habit. These theories put forth here are very interesting. I hope this is revisited in the near future.
