I actually prefer Capeless in my heroes. Dr. Doom's cloak is all kinds of badass though.

Spawn's cape should rank up there somewhere.

I remember a Obscure Hero named Devli Slayer, or Demon SLayer or soemthing.
If you touch the insides of the cape, you well teleport. (into some sort of pocket dimesnion or soemthing.)
Orignal, to say the least.

The magic cape from A Link to the Past makes you invisible/intangible. Can you say girl's locker room?

I have to second Captain Marvel's cape. Love the white and gold, and I love how it's kind of loose. Collar is interesting too.
Also like the look of Samaritan's cape from Astro City.
Ultraman Max

The seventies-eighties Batman cape that would drape really long in some panels.
And I rather like Piccolo from Dragonball's Arabic inspired look.

Yeah, didn't anyone see The Incredibles? If you learn anything from that, it's no capes.
Fallman

THe guys from the Incredibles appearantly bolted their capes to their necks. I learned to make sure that it would come off easy.
The Shadow's cape. Admit it, that thing just looked Hella cool.

At first I thought DC Cap Marvels half cape thing was hokie, but it grew on me. I like it. Villains who were dark, slim capes with the high pitched collar (the ones that come waaayyyyy up and pointed at the ends) are priceless and get fashion points for evil potential.

No one's mentioned Moon Knight's cool crescent cape that Sienkiewicz gave him? Then I will. :)

Oh, and throw on Black Panther's adjustable size cape ala Priest's run.

EDIT: Forget my original post. I don't remember where I've seen it, but the best one I've seen is Batman's cape. Certain artists draw his cape very long and wide, sometimes it's wrapped about him, and pools all around his feet. He looks like a dark, cloth statue, and I think it's a good look for Bats.

As has been pointed out by several people, of course you do. He's Superman. The worst he's going to do is turn around and say, "Please don't do that."

True.
However, one does not tug on Batman's cape...

Cloak, of Cloak & Dagger.
Well, it's a cloak, not a cape...
A close second for me would be Vader's cape. He has that long and broad outter cape, and his dark Jedi-like robes underneath, and it's a cool look.

Ra's Al-Ghul's whole cape and business suit attire is pretty dapper.

I also love the classic capes, especially the ones with the shorter overcape that covers your arms when they're poking out the armholes. Stand-up collars are classy.
IIRC, Polaris had a cool one (along with that very nifty costume) that was designed by the Shi-ar (sp?) at one point. I've always wanted to do that costume for a con... and one of the coolest parts of it is the standup collar behind her head.
EDIT: Holy crap! I never knew she was in the wikipedia!
http://en.wikipedia.org/wiki/Polaris_(comics)
EDIT 2: Okay, so it wasn't a cape, just a collar... but there should've been a cape with a collar that cool!
See costume number 2 on this page:

Love it. Quoted it.
I'd definitely say Superman is a cool caped hero as it fits the silhouetted icon ability. You can usually pick him out just by the flap of his cape.

Fallman beat me to it, but seriously, The Shadow.
The original 'swirl the cape so you shoot it, not me' guy.
