Is this guy a recurring villain? Is he cool in any way?

What issues has he appeared in? Because I know he fought the Batman.

When did he fight Batman?

He's a Hawkman villain......check out the second recent Hawkman trade paperback for his full story.

He's currently in the pages of JSA: Classified!

While he does appear to have been primarily a Hawkman villain, he did tangle with Bats rather infrequently during the late 70s and early 80s.

Gentleman Ghost tangle with Bats in Batman #310 and #319.
He also showed up in Detective #526 where he met Robin and Batgirl.

He became a batman villain by default, appearing in two issues of Batman (#310, #319) and an issue of Detective Comics (#526) that were his best appearances. Then Geoff Johns reinstated the character as a Hawkman villain.
Back when Joel Schumacher was director of the Batman movies, it was rumored that Batman5 would have Scarecrow team up with the Gentleman Ghost.

I picked up JSA classified, and this guy is a very Stylistic villain, but what are his powers?

He can do anything a ghost can do/are known to be capable of, and can even become solid at times - fooling people into thinking he's not a ghost, but a real estate developer wearing a mask ;) . He's been shown in the past leading gangs of street thugs as an average gang leader/crime boss.

Gentlemen Ghost is well-represented in Geoff John run on Hawkman and his recent role in JSA Classifed is well done. He's a proper englishmen who is a villian.........just love those type of villians..........especially shade.........but shade isn't a villian anymore.......bah.
