Oliver Queen's identity is pretty much known throughout the hero community.

(And, I would assume, to anyone with a brain. How many people with that exact same Eroll Flynn beard are running around the same city?)

Billy's is known by considerably less. Stargirl and Mister Terrific from the JSA know. Batman has known, but this actually seems to change a bit. Most of his enemies (Sivana, Black Adam, Mr. Mind) know.

In the real world, I have sometimes seen young women change their hairstyle and even hair color to more closely resemble currently popular celebrities. And some hardcore fans have been known to emulate their heroes. In Mark Waid's JLA: Year One, Iris even got her hair styled to resemble Black Canary's, just because her hair stylist told her it was the trendy new look. So maybe most normal people in the DCU just assume that Oliver Queen is geeky Green Arrow fanboy.

That would be funny as hell. :) I'm surprised no writer has ever considered it.

I think it was either during "Stealing Thunder", "Princes of Darkness", or "Black Reign". How's that for narrowing it down? ;)

Hell, it's even possible that I could be thinking of Hourman.

No, you were right. It was Mr Terrific. It happened in Stealing Thunder. In one scene he changes back into Billy because there was interference with the spell. he lost his connection to Shazam. This was when the heroes were attacking the Ultra Humanities HQ. He was running around avoiding the mind controlled heroes and jump started himself back into CM using Black Adam. Jakeem also saw him turn back into Billy and asked what was going on. He apparently never found out the truth according to a later issue.
