Who are the top telepaths in DC? In Marvel you got Xavier, Jean, Moondragon, Emma, Rachel, Cable(without the techo virus), the Shadow King, etc.
And who is the most powerful one?
DC's not as telepath-saturated as Marvel, though. You know how almost every Marvel team gets at least one telepath? Well, DC spices it up with a different set of powers each decade. In the nineties, every team had a speedster. Now, every team except one has a Green Lantern.
So the top telepaths list would be very short, much shorter than Marvel's. I'd say it's racially based, actually.
The Martian races (Green/White Martian, Red/White Saturnians), the Maltusian races (Controllers, Guardians, Zamorans), and the 31st Century Titanians (Evolved Humans? Human/Saturnian mix?) are the top three in telepathic powers.
Outside of those races, I'd add Hector Hammond, who, as an evolved human is still probably higher than a Titanian. But I haven't seen an individual, including Despero, come across as more powerful than Hector Hammond who isn't already in one of the above races.
The most powerful overall telepath in the DCU, taking into account genetic inclination, personal talent, and experience?
J'onn J'onnz, Manhunter from Mars
Why? I'll admit, a lot of this isn't based on concrete evidence, just a general feel from the stories.
-- He is longer lived than any of the individual telepaths we've met so far. Martians are a ridiculously long-lived race, their life-spans are measured in millenia. J'onn's been continuously active the entire time (they retconned out the time travel in his origin in the Ostrander ongoing a few eyars ago) So, he's trumped everybody in experience except for the Maltusian Triarch.
-- He managed to mindwipe all of the other Martians for a period of time. They were subdued, yes, but still quite a feat. I think this places him over the remaining White Martians
-- The only other Green Martian (currently presumed dead, but we all knwo how that goes with villains) left after J'onn's race was decimated is non-telepathic.
-- The Saturnians are clones of the Martians. I'd put a full-Martin over them genetically, since they are copies.
-- I'd say the Martians might actually have the edge on the Maltusian races when it comes to telepathy. The Martians had telepathy as a foundation for their society very, very early on. Telepathy is like walking to them. The Guardians seem to only use it as an afterthought (when the writer remembers they can read minds), I've never seen the Zamorans use it, and the Controllers, well... Kyle Rayner (admittedly of impressive will) managed to build up a resistance to Controller mental attacks in a short period of time (less than 2 days?). Now defense, based on sheer willpower, is a completely different story, but I get the impression that a Martian offense would be considerably harder to overcome
-- Saturn Girl, considered a really, really talented Titanian, just doesn't seem to have J'onn's level of proficiency. Pre-reboot (Post Zero-Hour) she freaked out inside an alien mind. J'onn doesn't have that problem at all.
-- I'll give you, Hector Hammond comes pretty close, but I see more of J'onn's telepathic feats, so J'onn seems above him.

Yes, but they are all dead, so I not sure if they count.
JJ destroyed Fernus at the end of the burning arc and Fernus clobbered all the whites earlier on. JJ evil brother is also gone.
They can all return though.
As for the new martians, we will only know if they are major telepaths in the following issues. I expect them to be pretty potent.
And J'emm was also a powerful telepath, tied to the martian legacy.

Saturn Girl once dropped Mon-el and Ultra Boy (both powerhouses at Superman's level) with a single effort, and was the only sentient on record to overcome the hypnotic control of Universo.

J'onn J'onzz - Martian Manhunter... on his way to becoming my favourite telepath of all.
Hector Hammond - Mr Potatohead (and no... he's not really called that but... it suits him, huh?)
Despero - with the red skin, third eye, he's like the most scariest telepath in DC.
Gorilla Grodd - Umm... don't really know much about him. But I've seen him in the Justice League and Justice League Unlimited Animated Series. :p
Dr. Psycho - never has a name suited someone so... perfectly.
Psimon, Brainwave, Mento - Have no idea who they are. :confused:
Just one quick nitpick - Maxwell Lord... I always thought that his power was to "push" or "nudge" people in the direction he wanted. Not exactly telepathy. More like a force of suggestion no one can ignore. Correct me if I’m wrong though.

You would have to consider Telepath from L.E.G.I.O.N. as a telepathic powerhouse - I remember one story where a diplomatic envoy gets attacked by a regiment of terrorists. The situation quickly escalates out of control as the terrorists begin to shoot wildly into the crowd. Telepath throws out a barrage of "random thoughts", severly incapacatating the antagonists and allowing Dox and the others to seize control of an out-of-hand situation. The fact that he was able to home in on the individual terrorists (multiple targets) amongst a chaotic crowd was impressive.
Throughout the series Telepath displayed some amazing abilities, this was just one example.

Wonder Woman used to have telepathic powers, as did Superman, Supergirl, and Krypto, for that matter!
Wonder Woman still does, used them as recently as the Sacrifice arc in the Superman titles, she mentally controlled some birds to distract Superman.
Has anyone said Faith from JLA? I think she was more telekenisis than telepathy, but couldn't she unconciously make people trust her? Would that count?
