Not so much gay. Too little fashion sense.
It's more like some bad ethnic stereotype of an Italian organ grinder tried to decide between dressing up as Phantom or Tarzan for Halloween and got so incredibly drunk that he put on half of each costume and stumbled off to fight the Super Friends.

I SWEAR there was an issue of the 70s All-Star Comics with the Earth-2 Dick Grayson (who was ambassador to South Africa) surrounded by black men and all of them toasting to apartheid. It was rather obvious that the writer had no clue what apartheid was except that it was the system in South Africa.
Am I wrong?
Anybody have some issues from that run handy to post a scan?
