Which villians would you assemble together as an Ultimate Masters Of Evil to challenge the Ultimates?
And what changes might you make to ultimatize these characters?

Well you need Zemo he could be some crazy ruler who is trying to play catch up in the super human race and creates a few monsters.

If I had to hand in a script for Ultimates 3#1, the Masters of Evil would be....
Kang- I'd have Kang be an inventor, and the most mysterious of the Masters of Evil. He claims to be from the future, and is instrumental in the formation of the team.
Ultron- He's pretty much the same as the 616 Ultron, except his enemies are weaker, and he starts out as vicious as he was in Ultron Unlimited.
The Thinker- From Ultimate Fantastic Four #19-20. She forms the strategies for the team, and likes the challenge of fighting the premier superteam in the world.
The Black Panther- Kang convinces him that the Ultimates pose a threat to Wakanda. He's the father of T'Challa, a teenager who later dons the costume to avenge his father.
The Red Guardian/ Unicorn/ Crimson Dynamo/ Electro/ Mastermind- They're all in SHIELD custody, and Ultron breaks them out to help him.

Well, if I decided to make a team, I probably would make it like this:
The Baron of Z:
Heinke Zemonaski fought alongside of Captain America and Bucky in World War II, only to be destroyed in a covert mission fighting against the Red Skull. Blaming the Captain and the Skull, his son Henry would years later leave the C.I.A. changed his last name to Zemo and staged eco-terrorist activities in Germany and the U.S under the name, the Baron of Z. After learning that those responsible, Cap and Skull, were dead and missing, Henry formed a generational plan that would subvertly make sure that other normal soldiers wouldn't fall at the hands of super-soldiers.
Henry joined SHIELD covertly, leaving his son Heinrich with the position of Chemical Supervisor Chairman at SHIELD. Intending fully well to follow through with his father's plan, Heinrich secretly was starting chemical injections of Adhesive X, a derivative formula of the Super-Soldier formula Captain America took. But in the midst of his last injection, also the same time of the Ultimates' fight against the Hulk, Heinrich was caught off-balance and instead of injecting himself in the vein of his arms, he injected his face with Adhesive X, which caused immediate scars that left him looking inhuman. Blaming the Ultimates, Zemo suspiciously disappeared from SHIELD, and has retook his father's moniker, hoping not only to fulfill his father's dream, but also of destroying all of the Ultimates.
Amora/Executioner: Amy Edington was a graduate student of ESU, only hoping to get her masters in Anthropology. While looking at her teacher's findings at a site uncovered in Oslo, where the Ultimates faced Thor, an amulet with two Norse runes on a chain and axe caught her attention. They were highly charged with electricity from Thor's powers, but they also were left unaffected. Months later, Amy's outlook had changed thanks to the artifacts. Or had they changed her? She immediately left ESU and shows signs of Disassociative Identity Disorder, where one personality one of a lusty female who says has met Thor centuries ago and were lovers, while another who says she was Thor's greatest enemy and can create a psionic axe. Just what is wrong with this Enchantress?
And of course,
Black Knight: He wasn't late to Defenders meetings, he was always on time for Masters of Evil meetings on the other hand.
Titanium Man
Moonstone: Doctor Karla Sofen received a degree in medicine, psychology, and astronomy, under the tutelage of Doctor Hank Pym, Doctor Steven Sampson, and the human identity of Captain Marvel. Her ego and acess to an artifiact recovered from the Chitauri, have questioned her loyalty to SHIELD, and whether her place should be with the Masters.

I'd like the big reveal to be that it is the masters of evil and that Black Widow Ultron Kang and Loki are behind it all.

I don't see it working in the Ultimate Universe. If the right writer could pull it off more power to them.
I would like to see Red Skull, Ultron and Doom team up. Loki too.
