No.
V got shot and died. Evey realized that who was under the mask wasn't important, but the ideas that V represented were. She put on the mask at the end so the ideas that V represented could live on. She began the cycle anew when she took the man back to the Shadow Gallery to indoctrinate him like V did to her. She is the new V now, with V's body being given a viking funeral.

Project number 5, who escaped from Norsefire's experimentation camps. That is it; he wasn't Evey or her father. This also goes to show that "who" was under the mask doesn't matter. A man isn't very dangerous, but ideas are.

Read V for Vendetta for the first time last year (along with Watchmen). Didn't really know comics until I did. It was amazing.
