Does anyone know or can they hazard a guess as to when Batman decides to step in or investigate a crime? And when he just allows the cops to do their jobs?

Well Batman generally has a patrol pattern. After 10 pm he maneuvers through the most crime ridden areas of Gotham and stops random muggings, rapes, etc. In the past when there was a severe crime (such as involving any of the Rogues gallery) that Batman could not deal with, the Bat signal would be activated. Within the last few years with the "Bat-dick" persona, Batman has not waited for the signal and involved himself in serious situations that the police seem stumped on.

I think it also has to do with which cops we're talking about. With cops he trusts (Bullock, Montoya, Gordon, etc), he sometimes won't involve himself at all. The Major Crimes Unit has taken down many a bigtime baddie without his help.

With other cops, he seems to watch and wait for them to inevitably screw up. I'm reminded of a JLA Secret Files where Huntress accidentally broke up an undercover sting operation and Batman revealed he'd been watching it all along.
