In the Lynda Carter Wonder Woman series, she mindwiped one person an episode, almost. Removed memories from them, or changed them entirely.

They did it often Pre-Crisis too. Usually with some ridiculously device / plot device or another. On occasion post-crisis it was accidental or a convenience happened that caused a villain / person to forget a character's memory.

I think it's the whole deal that a sect of the Justice League used Zatanna to extensively screw over a whole lot of villains that is being amplified into a big thing (considering now with the hints that she not only "modified" the Top & the Toyman, but Catwoman as well).
