Since Identity Crisis DC has made a big effort in rebuilding some of their classic villians into more twisted/smater foes. What villian so far have been reborn with new found respect....
Here are a few
Deadshot
Catman
Dr. Light

I think all the villains have been treated with more respect.
From the Rogues in the Flash to Deathstroke.
Merlyn the Archer guy to Monacle.
Personally that has been one of the best aspects of the build up.

Yeah, I agree. A lot of villains who where previously thought of as lame and non-threatening have become huge threats. And that's cool!

True but he was handled with more respect in IC and in Manhunter before eating a arrow.

i didn't see him in the series as a villain. maybe he's a different shade of villain, but he seemed like a batman type to me.

Merlyn the Archer guy to Monacle.
Merlyn, yes, but Monocle was treated like, and acted like, quite the b*tch over in MANHUNTER.
Of course, he's dead now.

Oh, absolutely. Much moreso than Catman or anyone else.
I think it's safe to say the Calculator is this Crisis' most improved DCU villain.

Yeah I had no idea who Calculator was before last year... now you see his face EVERYWHERE.
Oh and Doc Light really was helped because now we know why he was so lame for so many years...

The Rogue gallery has been very cool. Geoff has made the second-stringers into first class villians. His run on Flash has been awesome, but Mark Waid introduced a ton of new villians during his run, but Johns hasn't attempted to bring them into the fold which is kinda disappointing.

I loved Mark Waid's run on Flash as much as the next guy, but I don't think we're missing out on too much by not seeing Replicant, Cobalt Blue or the Folding Man.

Some villains that I think have gotten a boost in the last few months...
Calculator- It's like somebody on this threat already said. Before last year, I had no idea who he was. Now he's showing up in cameos all over the place. He kind of seems to have co-created the new secret society with Luther. I have a feeling he will be a much more prominant DC villain after IC.
Black Mask- War Games turned this guy from a B-list Joker wannabee to Gotham's Kingpin. A pretty good jump in a few months. I see him lasting another year or so before Batman or the Red Hood takes him down.
Riddler- First he was revealed as the mastermind in Hush. Then he finally outsmarted Batman (can't remember the name of the storyline at the moment). Now he's changed his look due to his newfound confidence. The new look sucks and he'll go back to the classic look sooner than later. But he'll finally start getting treated as a certified A-list Batman villain.
Deathstroke- He was respected before, but now the guy's invincible. I mean, he took out Flash, Green Lantern, and Zatanna in one fight! After IC he's probably not gonna change much from where he is now: showing up all over the place. Teen Titans is still is main home.
Dr.Light- Other than maybe Calc, this guy has taken the biggest leap. From snivelling coward to uber-powerful psychopath. If IC doesn't off him, he'll stay powerful for a while before reverting back to a mid-level villain.
Catman- Two years ago he was a washed-up flunkie about to get eaten by a Gorilla. Now he's a lot like Deathstroke, only not as powerful. Right now is as good as it's ever gonna get for this character.
The Flash rogues have been getting built up through John's entire run, so I can't include them. Deadshot has always been a badass, in my opinion.
One villain who's gotten the shaft is the Joker. It's odd that one of DC's biggest villains has been a virtual nonfactor.

Considering how overexposed the guy had gotten by being pretty much everywhere I can't say this bothers me too much. They needed to take him down a couple pegs or leave him off the radar for a while.

I don't think they needed to revamp Dr. Light any. It seems like they just wanted to make him twisted more than anything, much like a lot of the rogues in Geoff Johns' Flash title.
Marz showed that Dr. Light was an extremely formidable foe and quite powerful in the Green lantern title during Final Night.

Plus, he currently had two decent arc recently. He was the focus during the three-parter in Teen Titans and now in Green Arrow. He's beginning to have nice rivalry with Ollie.

i would have prefered that they leave him "dead" throughout crisis, leaving a post-crisis batman to deal w/ an old villian w/ new tricks later on, or something. i love that it was jason todd delivering the "final" blow to him, but his return was handled terribly in "war crimes". i love joker as a constant batman character, but he is capable of carrying a big bat-story on his own w/out all these new faces getting in his way (not that i mind the new faces). if blackmask is the big batman villain involved in the Society, maybe joker will be the loose cannon on the sidelines that screws things up for them.

in the batman secret files book, black mask refers to the joker as missing & assumed dead. he had been hiding out in the carnival from killing joke after events in gotham knights & that's when jason todd found him & beat him w/ a crowbar. the secret files book takes place after that (see file for red hood), & war crimes marks joker's return to reclaim his "job" (killing robins) from black mask since he "will always be one behind" now.
