Because of what happened in 'Identity Crisis' should Captain Boomerang II be Robin's arch enemy? The Joker to his Batman?
He was invented to be a rogue but I feel he would fit better as a new player in Bludhaven.

Gotta say, you put Brad Metzler and Tom Grummet on that book for 5 issues... Tim Drake becomes a much more viable Batman...or Blue Beetle or whatever. That'd be cool.

I think it'd be tough matching a speedster against Tim (even if he is limited to "quick throwing and catching", whatever the hell THAT means). Tim is good and all, but he's only human, and shouldn't be able to dodge a projectile thrown at super speed. One Razor-rang or Explodo-rang, and that's all she wrote.

I dunno... Tim's taken out Impulse before, so he's got experience against speedsters.

It would add an interesting rogue to his gallery. Plus that whole backstory of their father's killing eachother is so powerful. I say go for it.

True, but...imagine if Impulse hadn't been stupid. ;)

Well the original Captain Boomerang took out the Jihad member with the exact same power as his "son" pretty easily in Suicide Squad (as did Deadshot), so I don't imagine it would be that difficult. After all you still have to aim. You still have to stop to throw/catch it. And saying Tim'd be taken down by that no problem, well, a bullet goes pretty fast and those don't seem to take down any of the bat family that easily (ignore Oracle).
I don't think he should be a rogue for Tim though. First because it reminds us all of the pathetic way the great character of Captain Boomerang was killed off, second because it reminds us of the horridness that was Identity Crisis, and third because it adds another person to the slew of people who apparently now know Robin's "secret" identity. If there was a way to make him hate Robin in-story without fixating on Tim Drake's father killing his then I wouldn't be as against it. As is I just wouldn't find it that enjoyable.
Though to be fair his being there wouldn't be much worse than the current Rogue gallery that Willingham thought up. I liked his early enemies but apprently the General is being ignored and King Snake and Jinx were both killed outside of his own series.

I kinda sorta almost remember Lynx buying it in Batgirl. But when did King Snake die?

As I recall King Snake was killed in Gotham Central. Well, found dead anyway.

That's a shame. I always saw Sir Edward as a benchmark for Tim, and was looking forward to the day Tim learned enough to best him in a fair fight.

They could do so much with CB II. The fact that he isn't an "evil" villain could carry many stories. Personally, I'd like to see an issue where Owen talks to Tim and they start swapping stories about their dads. Don't necessarily make them friends, but don't make them hate each other. A two-way "Your dad killed my dad" battle would be weak. Using what happened in IdC to give a TON of character depth to two characters in need of it (Espicially Owen) would be great.

Oddly enough, Owen has more reason to be a Robin villain than he does to be a Kid Flash villain (especially since they don't have any reason to know they're half-brothers yet unless Ashley decided to blurt it out or something).

Except I don't think Owen is particularly attuned to crime. His hanging out with the Rogues as a Flash villain gives him a chance to honor his father and a makeshift family (whether he admits he wants one or not).
