in which issues of cap did the original scourge kill x amount of villians? and is that scourge the same as the one who showed up in thunderbolts?

I believe Scourge killed the most villains in "The Bar With No Name" in Captain America #319. Ironically, all of these villains met secretly to talk about how to deal with the menace of Scourge.

Not the same one who showed up in Tbolts. Hell, not even the same Scourge organization. The original Scourge still really isn't known, since there was so much misinformation thrown up, but the organization was set up by the Golden Age Angel to kill criminals. The Tbolts Scourge was Jack Monroe, AKA Nomad, and I guess he was technically working for the CSA.
