What are some scenes that have the best character exits or goodbyes?
I'd say after you beat the phantom train in Final Fantasy VI/IV. Cyan's family rides off, waving goodbye...

The final words of the The Seventh Doctor in the old doctor who series.
There are worlds out there where the sky is burning. Where the sea's asleep, and the rivers dream. People made of smoke and cities made of song. Somewhere there's danger. Somewhere there's injustice. And somewhere else the tea's getting cold. C'mon, Ace. We've got work to do.

Hugo Prattīs ending in Ballad of the Salty Sea.
Not that they were the best of buddies (Corto and Rasputine would probably kill each other for a sac of cash :D ) but Itīs really sad to see them breaking up after so many adventures.

Oh, and for a very sad farewell, that works well due to the very finality of it, Hitomi's and the end of Escaflowne:
"I won't forget you Van. Not even when I'm old."
Damn that scene still gets to me.

Well, yeah. :)
"Code of Hero" is pretty much the best thing attatched to the whole franchise. Hell it pretty much even tops the movie. On sheer class alone.

"I believe that when we leave a place, part of it goes with us and part of us remains. Go anywhere in the station, when it is quiet, and just listen. After a while, you will hear the echoes of all our conversations, every thought and word we've exchanged. Long after we are gone .. our voices will linger in these walls for as long as this place remains. But I will admit .. that the part of me that is going .. will very much miss the part of you that is staying."

Heck, pretty much everything Auron said was badass. I remember the motivational speech he said to the others right before the fight with Lady Yunalesca began giving me shivers down my spine.

You are correct. Freeze's last words were indeed "leave me, you're the only one who cares."

the one farewell that i think is best but yet lingers that kind of feeling of you saying "aw crap" is Vivi's farewell to the Straw-Hats in Alabasta. it's was hard to see someone who would fit the crew very well not joining them at all. i keep thinking if Vivi went with them, she would've gotten hella stronger than she was before (seeing how the rest of the crew went from strong to hella uber at this point) and it would be kind of sweet to have a third gal in the crew.
then that made me wish those who were with the Straw-Hats for a while actually joined in as well. Like Wiper or in a lesser way, Johnny and Yosaku (who knows? they might have some potential)
but on topic here, Vivi was kind of the best farewell One Piece second to Going Merry's farewell, now that was heart-breaking. leaving your very first ship that was with you till it's end.

Of course, Batman then proceeded to not die - he has a tendency to do that - but it was a great farewell.

"The needs of the many outweigh the needs of the few."
Damn you Mr. Spock :p
Oh yeah, and this one, from the pen of Mr. Winick:
"I hope you can hear me Clarice... Despite all the sedation, I hope you can hear me... Because.... because I need you to hear me. Because I've been so stupid. God I don't want this to be one of those "I didn't realize how much I loved you until..." speeches. It's always one of those emotionally detached idiots who can't see what's... can't see that he is in love with someone until something terrible happens...
But I am an emotionally detached idiot, and I didn't realize how much you meant to me... You let me be weak, that was hard. You let me love you... You loved me back.
Don't die okay?
I'll probably come up with something better to say if you don't."

On that note:
Tidus: "Everyone! This is the last time we fight together, okay?"
Wakka: "Huh?"
Tidus: "What I'm trying to say is... after we beat Yu Yevon, I'll disappear."
Lulu: "What are you talking about?"
*Tidus looks at sad Yuna. Then he turns to Yu Yevon and draws his sword*
Tidus: "I'm saying goodbye!"
Rikku: "Not now!"
Tidus: "I know it's selfish..."
*Yu Yevon prepares to attack*
Tidus: "...but this is my story!"
(Yeah, I know it wasn't his actual farewell, but I like that one better.)
Oh, and this one from Kingdom Heart II:
Xehanort. Foolish apprentice of a foolish man. You have surpassed nothing. Only proved how little we both know. We may profess to know the heart, but its essence is beyond our reach. We're both ignorant -as oblivious as when we began. I'm afraid that any world you try to create, any world of yours, would be an empire of ignorance. That is why you and your creation are destined to fall!
We've said enough! Riku, you know what to do! King Mickey, my friend, forgive me! Farewell!

Oooh yeah, speaking of games. Planescape: Torment (as always) has some of the best ones.
"I have paid for your life with mine. The Debt is Settled."
"Time is not your enemy, forever is."
"...It's been a pleasure, chief."
"I shall wait for you in Death's Halls my love...."
And so on and so forth.
Have I mentioned that not loving Planescape: Torment should be punishable by death, or at least a few years imprisonment?
Gremio's death in Suikoden I. In order to save the protagonist, he locks himself in a room filled with Man-eating spores to keep them from devouring anyone else. He gives a very heart-filled speech, all while being slowly devoured.

Even though he was eventually resurrected, Buddy Baker said what is possibly one of the most awesome last lines before he succumbed to the necrotoxin in 52 #36:
"Look...can you see?"
"They're ch-cheering us on...I toldja..." (points to the reader, in a textbook example of Grant Morrison writing metatext)
"Toldja...the universe...gnn...likes me..."
"Nnn!" (starts foaming at the mouth)
"Kory!"
"Kory...promise you won't let me come back as a zombie..."

RahXephon: God, this was the best/saddening scene in I've ever seen in fiction. Where Asahina was desperately trying to write down her feelings for Ayato before she was (unintentionally) killed by him. Everyone in my family(including my girlfriend) who has ever watched it with me always cries. Even I can't watch that episode more than once in awhile. It's just that heartbreaking and tragic.

wow, i was looking around Youtube and found this scene from Kinnikuman
http://youtube.com/watch?v=I3z5eGX3G08 (sorry, no subs at all in this, someone should do some subbing if possible)
i mean goddamn, the silence after the fight was like holy crap............
note about the pieces of paper on the fire thingy for those who really have no idea on Kinnikuman those are the Muscle Prophecy pages of both Robin Mask and Mammothman and it's pretty clear they will die if their page was destroyed
